Before You Begin
- Mobility Partnership is a multi-agency collaboration between the Valley Transportation Agency (VTA) and San Benito County Council of Governments (SBCOG) with the ultimate goal of addressing traffic issues that impact Southern Santa Clara County and Northern San Benito County, including the eventual construction of a “New Trade Corridor” highway to replace the existing highway 152.
- Caltrans began a safety investigation on the Highway 25 corridor following summer fatalities. Advocacy for improvements have come from the Save Lives on 25 Campaign and local leaders.
- Highway 25 is located in 2 Caltrans Districts. District 4, which covers the Santa Clara County portion and District 5, which includes the San Benito County stretch.
- Project is separate from the ongoing efforts to widen 25 which was partially paused by the SBCOG board of directors in order to analyze alternative routes.
Safety Investigation Concludes
At the May 21st Mobility Partnership Meeting Caltrans presented the long awaited results and project recommendations of their safety investigation on Highway 25. The investigation was spurred after a string of fatalities over the summer on the northern portion of the higway.
Improvements on Santa Clara County Side

Proposed improvements for the northern section of the highway include the following
- A concrete barrier beginning at the Union Pacific Rail Road Crossing near the existing 101/25 interchange to Trical Inc, just beyond the San Benito County Line.
- Dynamic Speed Feedback Signs along the corridor
- Enhanced traffic signage
- New Striping
San Benito County Improvements

Improvements are also proposed on the San Benito County side of the highway as well from Shore Road to San Felipe Road. Those improvements include:
- Intersection improvements at 25 and Shore Road
- Pavement markings,
- Reflective markers
- Rumble strip reconstruction
- Signage upgrades
- Crash cushion upgrades
A separate improvement project constructing a median barrier on Highway 25 from San Felipe Road to Santa Ana Road is also being prepared for construction in 2027.
What’s Next?
Next steps include Caltrans engaging with the public which they believe will occur sometime mid-June. Approvals have been granted for a safety project in Santa Clara County as well as on the Shore/25 area. What the final design of the projects look like will be forthcoming. Stay Tuned!
